These issues have already been fixed in 19.10 and master and are
available on the respective branches awaiting release. You can use them
already.
I couldn't replicate the tooltoggle error. Please create a new bug
report if it is still relevant after having updated to the latest code
and provide steps to replicate the issue.

IE 11 issues with Mahara 19.10

Bug description:
Hello,
We are in the process of upgrading a client who has failed UAT due to
it not working with IE11, a browser that is listed as compatible.

Summary of known issues, but likely to be more:
- Dashboard content missing
- Footer is almost now the header
- Tooltoggle error message with TinyMCE
- Can't filter messages
- Can't open new messages
- Can't increase results per page
- Can't move to next page
- Can't add recipient to message
- Can't delete message
I'm afraid I am not able to write down all the replication steps to
due time restraints and the number of issues, but I hope the gifs and
screenshots help.
I have tested this on the client's site and our own 19.10 demo site.
