Lisa and I tested with a few more exports. It seems to have been a fluke
as we can't replicate it any more.

Image Blocks are not displaying image in Leap2A imports

Bug description:
When importing a page with image blocks via Leap2A the page is
appearing with blocks that are empty of their images. The blocks are
displaying as empty with either "Placeholder" or their title if they
have one.
To reproduce:
1. Create a page with an image block and update the title and attach an image
2. Save the page and export it choosing Leap2A format
3. download the zip file and extract it
4. import the file either into this user or another (I ran this test using
another User)
5. Make sure that in the import options under "choose the way to import your
portfolio items", the image file is "add new" and not "ignore"
6. Import the file, navigate to the page and view it
Expected result:
The Page displays the image block with image
Actual result:
The page displays with an empty image.
version: 20.0dev, but I have gone as far back as 18.10 and seen this
happening.
