Title: Allow minimum information when creating a user via SAML Status in Mahara: Fix Committed Bug description: We need to allow the creation of a user with minimum details from SAML With modern privacy laws some Identity Providers will not include identifying things like first name, last name, email address in their minimum packet of info about an authenticated user. Mahara expect these to exist to create a new user, otherwise will throw an error. To get passed this, by allowing just an unique identifier or username, we will need to create a config option to be set so the site can handle this. And once the user is created the person logging in will be presented with the unset mandatory fields screen where they can fill in the missing information.
