This bug was discovered when regression testing the fix for
https://bugs.launchpad.net/mahara/+bug/1833390/ Anchor hides behind
header
Test steps:
1. PersonA is logged in and adds 5 long paragraphs in a text block on a page.
2. About half-way through the text, she places an anchor in the text.
3. At the beginning of the text she links a word to that anchor. That is all
done via the TinyMCE link and anchor buttons to ensure that the correct anchor
prefix is used.
4. She views the page and clicks the link.
Expected result: The content is scrolled automatically to the anchor and the
text that is anchored displayed right below the navigation and logo bar (and
not hidden by it).
Actual result: Nothing happens.
