Public bug reported:
An error is being produced when the help file icon is clicked for
"Profile Completion".
The help file will have to be either created, restored or the help icon
removed from display.
Steps to reproduce:
1. Log in to Mahara as site admin
2. Navigate to Admin menu -> Institutions -> Settings -> Edit -> Profile
Completion
3. Click the accompanying help icon
Expected results:
A pop-up appears displaying the help text
Actual results:
A pop-up appears displaying an error message:
"An error occurred trying to retrieve the help page."
This issue affects current master, it doesn't occur in 19.10.
