Help file missing on Site options > Time Zone

Bug description:
As an admin go on :
Administration menu > Site settings > Time zone
Clic on the blue Help button on the right
Expected behaviour : A help box is displayed with the help text
Actual behaviour : The error message "An error occurred trying to
retrieve the help page." is displayed.
- Mahara 19.04.01 (possibility all other versions)
- Ubuntu 18.04
- MariaDB
- All browsers
