Field with error is not marked on "Edit access"

Bug description:
Mahara master (post 19.04)
When you are on "Edit access" for a page and enter a "To" date that is
in the past and save the form, an error message says that the field
with the issue is marked, but it isn't, see screenshot.
To replicate:
1. Create a page.
2. Share it with someone and set the "To" date to a date in the past.
3. Save the form.
Expected result: The "To" field receives a red outline to indicate that the
problem is there because the field with the issue should be marked.
Actual result: No highlight.
