Public bug reported:
When you submitted a collection with portfolio completion, then the
group admin cannot view the collection because they don't have access to
the portfoliocompletion.php page.
To replicate:
1. As a site admin, set up a controlled group and allow submissions.
2. Upload accounts to the site via a CSV file.
3. Add people into the group.
4. Enable 'Portfolio completion' for the institution where the people are in
('No institution' is fine).
4. Log in as one of those people.
5. Create a couple of pages.
6. Set up a collection with portfolio completion enabled.
7. Add your pages.
8. Submit the collection to the group.
9. Log in as site admin again, go to the group homepage, and click on the link
to the collection.
Results:
- Expected: You are taken to the portfolio completion page.
- Actual: 'Access denied' message
