Have docs directory for PHPDocumentor

Bug description:
We're starting to look at using PHPDocumentor and this can throw a lot
of changes in. We should add ./.phpdoc and ./docs to the .gitignore
file.
.phpdocs - generated by PHPDocumentor
docs - the directory we are using to write the documentation to.
