The manual is in contradiction with the fix in bug 1916833 So either we need to allow the editing of the block before feedback is added or we need to update the manual

In order to change the text, you go into Edit mode of the page and then choose the Configure icon of the Annotation block that you want to change. You cannot change the annotation from the SmartEvidence map.
