For a similar button that already has the title element, see Admin menu
-> Web services -> External apps -> Add a new app and on the overview
screen hover over 'Edit' and 'Delete'. You see that it says 'Edit "title
of the application"'.
Now the iframe sources sometimes have the same title so that there is
only one icon shown in the 'External media' block configuration.
Therefore, I propose to include the display name and the URL in the tool
tip so that each row is unique.
The chevron on the 'Edit' button has already been removed. So don't
worry about that.

Edit/delete buttons under iframe sources are not accessible

Bug description:
In Administration -> Allowed iframe sources, the accessibility
features of the edit and delete buttons in the table are somewhat
inconsistent, and the edit button is actually broken. In particular:
- When using JAWS, pressing Enter on the edit button jumps to the top of the
page instead of opening the edit form
- The edit button is actually a link - since it modifies the current page it
would make more sense as a button
- The edit button is descriptive (it contains the name of the row it's
deleting) but the delete button isn't
