Bug description:
Get the following errors
Argument 1 passed to
Submissions\\Repository\\SubmissionRepository::findLatestReleasingSubmissionByGroupAndPortfolioElement()
must be of the type integer, null given, called in
[path]/module/submissions/lib.php on line 247 at
[path]/module/submissions/src/Repository/SubmissionRepository.php:116
This is because the module/submissions is for dealing with submissions
to groups and so should not be called when releasing a submission that
is for an external host
