Portfolio completion cannot be ticked by owner or manager

Steps to reproduce:
1. Admin turns Portfolio completion on in the institution settings
2. Log in as institution member.
3. Create a collection with Portfolio completion turned on. Add 3 pages with
the following blocks:
P1. Sign-off block
P2. Sign-off block with verification enabled
P3. No sign-off block
Expected result:
Page owner can tick off the pages on the front page of the collection.
Portfolio completion shows 67%
Actual result: No dots visible to click

4. Owner shares collection with a specific person who they assign the manager
role to.
5. Log in as the manager. They should see the following on the collection
front page:
P1. Sign off block ticked
P2. Sign off block ticked; x for Verification.
P3. No sign-off or verification.
Expected result: Manager ticks off the Verification. It becomes a tick and
the completion becomes 100%
Actual result: Nothing to click.
