watchlist timeout is not being observed

Bug description:
While testing 21.10 RC2 it was noted that the watchlist timeout was
not being observed.
The current suspicion is that this is specific to moving artifact
blocks on a page.
It may be related to this report:
https://bugs.launchpad.net/mahara/+bug/1938975
Currently the watchlist timeout is set to 20 on dev.mahara.
