To test:
1) Install new site
2) Go to Admin -> Institutions -> Settings and create an institution and
turn on Portfolio completion for it
3) Go to Admin -> Institutions -> Page and collections create a page and
then create a collection and set Portfolio completion on then add the
page to the collection
4) Go to Admin -> Institutions -> Settings and delete the institution
Expected - institution deleted
Actual - get Page not found error
