When people go to the /admin/groups/archives.php page, heading should be changed to 'Submissions' with the 'Archived submission' tab highlighted.

We should really combine these two into one page, esp. also because they are both highlighted in the navigation menu. Currently, the 'Current submissions' menu item is only visible to site administrators, but when an institution administrator goes to 'Archived submissions', they can see the tab for 'Current submissions'.
