Then the same would need to apply to 'Verified' for consistency. Though
in reality, what the current situation is saying is:

Signed off: No (red) / Yes (green tick)
Verified: No (red) / Yes (green tick)

Thus, the language is correct. However, I do see that this may not be
clear and especially with the colour choice and both dots looking the
same and the red one not having a second encoding like the green tick. I
suggest we use the red dot with the x in it for not signed off pages
similarly to the icon used in SmartEvidence to indicated that the page
is not yet signed off or verified.

Title:
Sign off block says "signed off" by default

Status in Mahara:
  Incomplete

Bug description:
  Steps to reproduce:

  Add a sign-off block to a page
  View page in non-edit mode

  Expected result:
   - Red dot saying "Sign off" to indicate that clicking the dot will sign off
the page

  Actual result:
   - Red dot saying "signed off", suggesting the page has been signed off, when
it actually hasn't

  To fix:
  Red dot says "Sign off"
When clicked, this changes to the green tick and says "Signed off"
