External apps form accepts blank entry

Bug description:
1. Go to Webservices>External Apps
2. Click 'Add' without typing anything
3. Click 'Save' without typing anything
4. Click 'Back'
Expected outcome:
- Error message 'Application title is required'
Actual outcome:
- Accepts empty string as title.
