Tested on main 22.04dev

Steps to reproduce:
Go to the SmartEvidence Editor
Click 'Add' to add a new Standard element 1.2
Delete element 1.2
Click 'Add' to add a new Standard element again

Expected result:
 - new SE increments from existing SE, i.e. 1.1, 1.2 etc

Actual result
 - new SE is the same number as the existing element with the error 'Array must 
have unique items'
