Creative Commons license block help text formatting

Bug description:
1. Select Creative Commons license blocktype
2. Click the help icon next to 'Allow commercial uses of your work?'
3. The first heading is in the card header, and the second one is within the
text body and formatted differently to the first heading, which is confusing.
