While testing this on Mahara Mobile 21.10 with an Indonesian locale on the device, I didn't cross this issue.
I checked that Indonesian floats and decimals use ',' as the separator through the calculator app. I could log in to demo.mahara.org fine and dev.mahara.org fine without any issues.
