Clean up Zend - remove obsolete tests directory

Bug description:
The htdocs/webservice/tests directory contains a lot of references to
undefined classes, properties and methods, revealed in phpstan
analysis. This is probably because it wasn't removed when we removed
Zend 3 years ago. Recommended to remove the directory.
