Refactor upload_file webservice API to allow a more generic purpose

Bug description:
Currently, upload_file webservices API sits in the mobile api space.
We can refactor this code and move it out to webservice's external api
so uploading files can be used outside of the mobile scope e.g. allow
people from other sites to upload files to their Mahara accounts.
