Upgrade to Mahara 22.04.3 fails

Bug description:
When upgrading our Mahara Installation from 22.04.2 to 22.04.3 the upgrade
fails.
We are running Mahara on Alma Linux 8, PHP 7.4 (php-fpm) and Postgresql 11.
Upgrading fails while task "Tidy up user chosen themes for portfolios"
with no further message, not at the web front end nor inside the php-
fpm logs.
