More option menu list item focus state cutting through icons

Bug description:
The border styling in the focus state of the menu items is only
surrounding the link and cutting through the icons to the left of the
items.
To replicate:
- Navigate to a collection page
- Open the 'More options' menu on the right hand side
- Click on one of the menu items to activate the focus state
Expected results:
The border styling in the focus state should surround the link and icon of
each menu item.
Actual results:
The border styling isn't covering the full length of the <li> element so it's
cutting through the icons.
