Referurl message text will be more helpful in 1.3. HTML messages are
sent out, but only for forum posts (already in 1.2) and feedback
notifications (coming in 1.3).

Bug description:
* Send an HTML version of them too
* Allow each activity type to specify the wording of the 'referurl' message, so
it doesn't always just say 'See: [url]' (e.g. message from other users could
say 'To reply, visit [url]'
* Potentially: Allow users to specify whether they want to show their e-mail
address for messages addressed from them
