fix now in Master
I've also removed the bad use of the config array passed to
openssl_csr_new - this is a bug carried over from Moodle - I've logged
http://tracker.moodle.org/browse/MDL-22649 to cover this.
I'll keep an eye on the outcome of MDL-22649 and if the decision is to
keep/fix the setting of the array I'll reproduce this on the Mahara side
again.
I would like to push this into 1.2Stable as well but will wait for a bit
more testing/chance for people to object before I do this.

Bug description:
Especially on windows machines, Mahara cannot generate keys for Networking,
this is because PHP cannot find the openssl.cnf - I have a patch on gitprivate
mahara-intel-tao that adds the ability for the openssl.cnf path to be set in
config.php

I've fixed this on the Moodle side via MDL-13503 - now we just need this
applied to Mahara!
