Group roles to be ordered in a logical hierarchy

Bug description:
I take the example of a "Course group" which has three roles: “Admin";
"Tutor"; "Member". When you want to change the role of one user, you
get a drop-down menu with the options in this following order :
"Admin"; "Member"; "Tutor".
I suggest this has to be re-arranged to this more logical and
hierarchical order: "Admin"; "Tutor"; "Member".
