I don't think we need to check that the quota is within the limit here.
It's the admin adding the user account and they should probably be able
to exceed the limit if they want to.

Bug description:
in admin/users/add.php
if you specify a quota larger than the maxium (as specified in
admin/extensions/pluginconfig.php?plugintype=artefact&pluginname=file&type=file)
You would expect an error to show that it is above maxium, but there is none,
a user is created with the default quota
