That's a good point. Institutional admins should probably not be able to
exceed that limit.

Can you create a new bug for it? I'll rename this one to cover what your
patch has already fixed.

- if you specify a quota larger than the maxium (as specified in 
admin/extensions/pluginconfig.php?plugintype=artefact&pluginname=file&type=file)
- You would expect an error to show that it is above maxium, but there is none, 
a user is created with the default quota

+ the default quota is used instead.
