I think that we should probably fix it (a status of "opinion" means
"wontfix"), but I'm not entirely sure how yet.
Perhaps a good first step would be to lowercase all new tags entered by
users.

Environment: 1.4
User can filter pages by their tags but it's case sensitive. It
depends how user enters tag on the Edit Title and Description page
(using lower or upper case).
