View editor doesn't update when dropping group views block

Bug description:
If you drop a group views block onto a course group's view, and you
have submittable views, the block gets added to the view but the
display doesn't update, and the configuration form doesn't appear.
Due to blocks.json.php failing to include pieforms.php.
