Proposition to add information when a layout can't be edited

Bug description:
I suggest to edit the follwing string in view.php
$string['changecolumnlayoutfailed'] = 'Could not change the column
layout. Someone else may have been editing the layout at the same
time.';
to
$string['changecolumnlayoutfailed'] = 'Could not change the column
layout. Someone else may have been editing the layout at the same
time. Please try again later';
Therfore, users with this error know they can have another try later
when the other user has finished with page layout editing.
