Anticipate the fact a group member can't upload a file

This report is maybe related to
https://bugs.launchpad.net/mahara/+bug/547362
When a users in a "Course group" with the role of "Member", try to
upload a file, they can tick the copyright box, locate the file they
want to upload and then they receive a message that this operation is
forbidden for their role.
It would be better to warn the users before they do all the process,
to discover this feature is not possible for them.
I suggest that all the upload interface is disabled with on the top of
it a sentence explaining they don't have the "upload right" with their
actual role.
