As reported by Darryl Hamilton
(https://reviews.mahara.org/#patch,sidebyside,26,1,htdocs/admin/users/edit.php)
it looks like user_exists do not work due to LOWER() SQL function
escaping. This definitely affects Internal and XMLRPC plugins.
