XMLRPC: user profile fields are not locked on the first SSO-in

Bug description:
When "Update user info on login" is enabled in institution auth
instance settings and the user SSOs in to Mahara for the first time
(new user is being created), the fields with imported data are not
locked. They are getting locked on the subsequent logins only.
The reason is that when user creation occurs, "updateuserinfoonlogin"
setting is ignored and locking fields array is not defined.
