Add functionality to set a Maximum Quota

Bug description:
Since Institution admins can set a quota for their users, it would be
ultra nice if a site admin could set the Maximum quota that can be
specified by the institution admins.
Suggest that this be controlled via
/admin/extensions/pluginconfig.php?plugintype=artefact&pluginname=file&type=file
