Passwort reminder is not sent if user disables email in settings

Bug description:
If a user disables the email option in his settings, he won't be able
to receive any password reminders. Currently he can only use the
contact form and ask the admin to send him a new password. It would be
great if requested password reminders are send even when the email
option is disabled.
