This affects master (1.5dev).
When a user pre-registers for an account, he needs to provide a reason
for being allowed into an institution. The same should be true for an
internal institution membership request.
The reason will appear as in the pending registrations once bug #803271
has been completed. For the time being it could just be emailed but not
displayed on the Institution Members page.
