I don't think it's a good idea to hide usernames from staff, unless there's some very pressing reason to protect the privacy of usernames. Display names and real names aren't unique, and there are instances where it's helpful for staff to be able to uniquely identify users, for example, when finding users to add to controlled groups, and when giving feedback on views.

They are not administering the institution. This should be reserved to institution and site admins. These see all three names: real, display, username. The behavior of what a site staff member can see is not consistent: On a user's profile page he only sees the display name, but in the online user sidebar he sees the real, display and username. The institution staff either only sees the display name or he also sees the real name (with the display name in parentheses). The latter option would be beneficial to sites with multiple institutions where an institution decides to only have the first name of their students as display names so that their privacy is protected from non- institution members. If the staff would still be seeing the real name, it would be easier for them to find their students.
