Institution admin can't choose the institution that users have left

Bug description:

In the new workflow of being able to see users who have left a given
institution, an institution admin only sees his own institutions
instead of being able to select from all institutions on an instance.
The functionality works correctly for site admins, but if more admin
tasks are to be put on the institution admins, they need to be able to
see leavers easily as well.
