This change allows a blocktype's instance_config_save function to return a list of other blocks on the page that should be rerendered in addition to the newly configured block. This will provide a mechanism for *all* the textbox blocks on a page which contain a particular html artefact to be updated when the text of one of those blocks is updated (see bug #736665).
