Default option in available authentication types shouldn't be disabled

Bug description:
in /admin/users/institutions.php
The list of authentication plugins is in alphabetical order, but say if
you don't have the "IMAP" php extension loaded, it is greyed out, but it
is still the first option and you can click "Add".
If we sort the list so the disabled options are at the bottom, then this
problem won't occur, unless all the plugins are disabled...
