Unfortunately not.
A journal is an artefact and artefacts don't have any access controls
associated with them.
Pages are where the access controls are applied because the same
artefact might be on two different pages and these two pages would be
available to different people.
So yes, the best way to have a public journal is to create a 1-column
public page with only that block in it.

Bug description:
I would like to be able to send people an RSS feed of a journal without
having to create a public page with the journal on it. Any prospect of doing
this in the future?
