Adrian, that's certainly not normal, and I can't replicate it myself
(MySQL 5.1).

Your screenshot has no first and last names displayed at all.  Do those
users actually have first and last names set, or are they missing?

Could you have a look in the Admin area under Site Options -> User
Settings and let me know whether the "Users can hide real names" and
"Search usernames" settings are on or off?

Also under Extensions, click "Config" next to "profile" under "Plugin
type: artefact" and let me know what mandatory and public fields are
set?

  User Search returns all users

Bug description:
  If I type a know user's surname into the 'Search' box (In
  User/User/Search in the Site Administration area) it works just fine.
  However typing the *same* surname into the light green 'User Search'
  box at the top left of the screen after login, returns *all* users by
  username.
