 TRANSFER OF US$68.5M OVER INFLATED FUEL FUND

 I am Mr Haruna Abubakar, former Director In-charge of Procurement and Purchases in 
the Petroleum Product Marketing Company (PPMC) a subsidiary of the Nigeria National 
Petroleum Corporation ( NNPC). During the military regime of General Sanni Abacha , 
our refineries were in bad condition and we were importing fuel. Some top military 
officers and I collaborated and imported a low quality fuel at a reduced cost thereby 
inflating the purchasing cost to the tune of US$68.5 Million (Sixty-Eight Million Five 
Hundred Thousand US Dollars) to help out ourselves during retirement. The payment of 
these contracts were delayed by the Military regime. After the importation of the fuel 
and the death of Former Military Head of State of Nigeria, General Sanni Abacha, we 
could not process the claims and the voucher from the NNPC bank account immediately as 
all financial transactions to that effect was suspended by the subsequent regime. We 
now, after duly completing all necessary banking procession wish to transfer the funds 
into a trusted foreign account overseas. We wish to have this funds, which have 
lingered for long in the bank transferred overseas as soon as possible as there are 
recent eyebrows being raised as regards the funds and further leaving the money in the 
bank here might jeopardize our claim to it. I write to solicit for your assistance in 
helping us provide a trusted bank account where tax will not take a large toll on the 
money.

WHAT WE WANT YOU TO DO: Your name and company will be presented to the Government 
Paying Bank, The Central Bank of Nigeria as the Contractor whose debt is still being 
owed and on presentation of your particulars with account details, they shall 
communicate you for your payment. Please we need your trust and confidence to do this 
transaction. We do not want you to cheat on us after submitting your name as the 
Central Bank will henceforth have no dealing with us but you the perceived Contractor 
and we will want you to cooperate with them for the release of the money. Your name 
will be submitted by Nigeria National Petroleum Corporation ( NNPC) as its owed 
contractor.

NOTE: As stipulated in the guidline here for all foreign payment/transfer, you may 
likely be required to effect certain transfer charges like our local Value Added Tax 
(VAT) fee etc prior to the transfer of the funds by the Central Bank of Nigeria (CBN). 
Taking note of this is very IMPORTANT as I will want you to be fully aware of the 
process to prepare you mind towards this transaction. You will definitely benefit at 
the successful transfer of the money.

1. Your full names, company name and address, private phone and fax numbers.
2. Complete banking information, address with all necessary communication contacts.

My colleagues and I have agreed to give you 25% for accepting to secure this fund into 
your account and we have set aside 5% to cover expenses ( with an intention to part 
with additional 3% to compensate you for any expenses like the VAT fee). My colleagues 
and I will share the remaining 70%. I will furnish you with more details on your 
response.
