Ok, we can't do a release anyhow because I won't be able to do Win32 binaries before mid-September (I'll have to leave for the US immediately after coming back to Paris as I've just learnt...) and nobody else has proposed to do it. So pleaase go ahead and commit your changes and we'll indeed try to do a new release soon. If we can have the new composer and my code for config sharing it it would be already well worth it.
