Don't you? No ;-( How to reproduce - enter some non ASCII letters in subject and message text. Choose charset ISO-8859-13. Do a preview - subject is correctly encoded as ISO-8859-13, but message text as ISO-8859-1. It probably doesn't happen on Windows.
