 Indeed, thanks for reporting this bug.

 I've half fixed it: now the original message text is not quoted any more
if you choose to not do it. However the problem is that the attribution
line ("On date person wrote something") is still generated and it's not
obvious what to do abou it as this line is a different part of the reply
template and is not related to the quoting code.

 I can:

a) leave everything as is -- is it acceptable?
b) ignore the template completely if quoting is off -- but we probably
   don't want this, do we?
c) think hard about doing something else :-)

 What do you think?
