It seems to me that this is normal. The meaning of Shift-Ctrl-C is
exactly "loop over all the monitored folders and check for new mail".
It allows you to not wait for the normal timeout to occur.

I guess you could either have a really high setting for the polling
interval (then it would be checked on start-up, and then only when you
hit Ctrl-Shift-C), or you disable monitoring this folder, and then you
have to manually open it to check for new mails.
